Is Oscar Fran�ois de Jarjayes from Rose of Versailles based on a real person?

There is very seldom an actual reference to any historical figure in anime, and when it does occur the reference is obscure and usually fairly historically inaccurate. I.e., Blackbeard from One Piece or just about any reference to Yukimura Sanada in any Manga.
