HELP PLEASE!CELL PHONE HELP!?

So my dad is getting a free phone n i was wondering if i could hook him up with this grrat idea. The idea is to buy him a verizon iphone then put the sim card in then get it tether to my xperia play so he'll have always have wifi.would that idea work??n would surfin the internet for him be free too if it does work?
