How to I change the color of the task bar?

k i got a new mini laptop its an acer windows 7 aspire one happy, somethinq like that, and when i right click it doesnt say personilize, then when you click it, it would pop up and you can change it, but..on here when you right click, it doesnt all it says is gadget , screen revolution, etc, but no personlize..what else can I do to change the color???
