When do I get charged more by AT&T for data?

I have the 4 gig plan with tethering on my iPhone. They say I get charged 10$ for every gig I go over that amount. Does that mean if I download 4.5 gigs they will charge me for the extra gig? Or does that mean I have to download 5 gigs? Because the last gig isn't fully used.
